The Robert J. Dole VAMC is seeking to fill a full time Pharmacist (Non-VA Care program manager)

The Program Manager is responsible for the professional administrative management of the assigned section including the full range of duties involved in the Pharmacy and the maintenance of the Non-VA Purchased Care Prescription Dispensing Program. The prescription program will generate prescriptions from the non-VA purchased care program, third party authorized Choice Act prescriptions, and any other prescription program administered by the Veterans Health Administration when applicable

Responsibilities

Duties of the Pharmacist program manager include but are not limited to:

  • Applies evidence-based, cost-effective principles to promote optimal patient care within budget appropriation.
  • Assists in the development, implementation and/or maintenance of plans to promote therapeutic appropriateness and safety
  • Assures medications are dispensed to patients in a timely fashion consistent with TJC standards, VA requirements, and Federal and State laws impacting pharmacy service.
  • Assists in the development and maintenance of drug distribution processes specific to non-VA care and/or Choice Act prescriptions for the OPCs & CBOCs that meet the needs of patients and follow the "same level of care" as the Robert J Dole VAMC.
  • Establishes points of contact (internal and external) and retains programmatic oversight of prescriptions written by non-VA prescribers.
  • Monitors closely the Non-VA Purchased Care operation dealing with the dispensing of prescriptions authorized under non-VA prescription plans.
  • Assists in the overall efficiency of the service by finishing pending prescriptions, resolving customer service issues, participating in therapeutic interchange initiatives, and other pharmacist duties as assigned.
  • Works with the Pharmacy Leadership to promote optimal patient care within budget appropriation.
  • Performs the functions of the position independently and resolves all problems involving non-VA and Choice Act related pharmacy programs.
  • Acts as contract nursing home coordinator by assisting in transition of care support to nursing home patients so their medications are updated when visiting specialists in the community or the VA hospital.
  • Oversees the review of nursing home medications for compliance with VA and national standards and cost efficiency.
  • Coordinates the maintenance of VA National Formulary in accordance with VHA and VISN policies and regulations for Non-VA Care. Ensures compliance with all VHA and VISN directives and guidelines concerning the Formulary.
  • The Program Manager will be the Pharmacy Service subject matter expert on all matters involving Non-VA Purchased Care and the Choice Act.
  • The Program Manager will ensure the section is compliant with all guidance provided nationally from PBM and VHA related to non-VA care and the Choice Act.
  • The Program Manager will share information needed for the annual budget request, systematic internal reviews, and other administrative report information requested by the Medical Center management.

Qualifications

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Education:(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). * Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. * English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-13 Pharmacist-program manager (a) Experience. In addition to the GS-12 requirements of 1 year of experience equivalent to the GS-11 level; and completion of an ACPE-accredited Pharm. D. program, Applicants must have 1 year of experience equivalent to the GS-12 level. Examples of experience are interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, nonformulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution. Pharmacist assigned to this position must demonstrate the KSA below. * Ability to communicate orally and in writing to persuade and influence clinical and management decisions. * Expert understanding of regulatory and quality standards for their program area. * Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. * Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. * Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. (b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described n this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.

Physical Requirements:The pharmacist will be standing for periods of time, walking long distances, stooping, bending, stretching, lifting light loads. Will communicate directly with patients and practitioners. Will need to input documentation into a computer.
